Graduate Entrance Examination Special Plan#
3.1 Minority High-level Backbone Talent Plan
The Minority High-level Backbone Talent Plan (referred to as the Minority Backbone Plan) is a major initiative by five ministries to implement the party's ethnic policies and promote the western development strategy through the strategy of revitalizing the country through science and education. The plan aims to cultivate a group of highly educated professional talents from ethnic minorities in the western region over five years starting from 2006, with training schools being key universities above the 211 Project and student sources from western provinces and cities. 3.2 "Retired University Student Soldiers" Special Master's Degree Enrollment Plan#
Recruiting college students to join the army is a major strategic decision made by the Party Central Committee, the State Council, and the Central Military Commission. It is a foundational project for building a strong national defense and has significant implications for realizing the dream of a strong country and a strong military. The national civil service examination includes written tests (public subjects: "Administrative Professional Ability Test," "Essay," and professional subjects) and interviews. The application period is fixed in October each year, and the examination date is fixed for the fourth Sunday in November. Definition of Public Institutions

Selected Students#
Selected students are those who are systematically selected by the organization departments of provincial and municipal party committees from colleges and universities, focusing on outstanding graduates with good character and academic performance, and selecting college students with more than two years of grassroots work experience to work at the grassroots level. They are cultivated as reserve candidates for party and government leadership positions and high-quality staff for party and government agencies at the county level and above, and are directly recruited as civil servants through examinations, entering local grassroots party and government departments.
Western Program#
The College Student Volunteer Service Western Program (hereinafter referred to as the "Western Program") is jointly organized and implemented by the Communist Youth League Central Committee and the Ministry of Education, with policy and financial support from the Ministry of Finance and the Ministry of Human Resources and Social Security. The "Three Supports and One Assistance" Plan
The "Three Supports and One Assistance" refers to supporting education, medicine, agriculture, and poverty alleviation. In 2006, the Ministry of Organization, the former Ministry of Human Resources, the Ministry of Education, and other eight departments issued a notice on organizing college graduates to work in rural grassroots areas for education, agriculture, medicine, and poverty alleviation, recruiting 20,000 college graduates each year through public recruitment, voluntary registration, organized selection, and unified dispatch. The service period is generally 2-3 years. The recruitment targets are mainly fresh graduates from ordinary universities across the country. Recruiting college graduates to work in villages (College Student "Village Official" Program) In 2008, the Ministry of Organization, the Ministry of Education, the Ministry of Finance, and the Ministry of Human Resources and Social Security issued a notice on the "Opinions on Selecting College Graduates to Work in Villages (Trial)," planning to recruit 100,000 college graduates to villages over five years to serve as assistants to village party branch secretaries, village committee directors, or youth league branch secretaries and deputy secretaries. 3.1 Cancellation of Household Registration Restrictions. College graduates who have not found employment and whose household registration is not local can register for unemployment at the public employment service agency in their place of residence with their resident ID card, graduation certificate, and residence permit (temporary residence permit), and obtain the "Employment and Entrepreneurship Certificate" to enjoy relevant employment and entrepreneurship support policies. Full-time teachers must spend at least two months every two years in industry and enterprise for practical training. Colleges and parks should incentivize mentors who make contributions in terms of workload recognition, title evaluation, and remuneration, support employment and entrepreneurship guidance teachers to practice in government agencies and enterprises, establish and improve title evaluation standards that meet the characteristics of career guidance teachers, and prioritize title evaluations under the same conditions. The ratio of full-time employment guidance teachers and staff to fresh graduates should not be less than a certain proportion.
3.2 Simplification of Physical Examination Procedures. Colleges can decide whether to arrange graduation physical examinations based on actual conditions; places with conditions can establish designated physical examination points and mutual recognition of examination results.
(8) Youth Entrepreneurship Loans. College students starting businesses can apply for interest-free, unsecured startup funds of 30,000 to 100,000 yuan for 36 months from the Youth League Committee of the city (state) where they are starting their business, and will be paired with a volunteer mentor for "one-on-one" assistance. College students starting businesses in Chengdu can apply directly to the Provincial Innovation and Entrepreneurship Service Center.
Except for special provisions by the state and our province, college graduates who obtain health examination certificates from secondary-level medical institutions within three months in our province should be recognized by the employing unit or its competent department and personnel management department. If the examination exceeds three months but is less than six months, a re-examination is required without needing an X-ray examination, and efforts should be made to avoid repeated examinations.
